We need to improve/clarify this setting's use.
*Changes*
# Rename setting to "Freight and Surchage Cost Allocation to Inventory"
# Add a 3rd option "No Load"
## Freight and Surcharge are not allocated to Inventory.
## This was the case before the TR-369 was coded.
## Allocate Cost by should be equal to "units"
# Data conversion: default to option #3.
