TR Freight-only Loads incorrectly reduce Inventory

Create TL for Customer with Freight only setup.   2. Setup the Freight setup and/or surcharge.   3. Create transaction with the following scenario where cost and price are both zero in the receipt header and distribution detail.   *Scenario 1 - TERMINAL to Customer (the same bulk plant)*   Receipt   Terminal to Location A   Item A (trackable stock item)   100 Gross/Net qty   0.00 Cost   Freight Rate = 0   Distribution   Location A - Customer   Item A (trackable stock item)   100 Units   0.00 Price   Freight Rate > 0     *Scenario 2 - TERMINAL to Customer (different bulk plant)*   Receipt   Terminal - Location A   Item A (trackable stock item)   100 Gross/Net Units   0.00 Cost   Freight = 0   Distribution   From Location A to Location B then Customer   Item A (trackable stock item)   100 Units   0.00 Price   Freight > 0     ISSUE   Scenario 1 &2 This should create an invoice but item affected the stock qty and valuation.     Accepted   Scenario 1 In the created invoice, it should show trackable stock item but should not affect the stock qty and inventory valuation.   Scenario 2 It should not create inventory receipts and inventory transfer.   Created invoice should show trackable stock item but should not affect the stock qty and inventory valuation.     ============ HD Details ============     See HD ticket for screenshots, esp Brian's screenshots. TR should inform SI that the Load is Freight-only, so SI and Inventory both know there is no Inventory implication.     Long term we should have an indicator on TR screen for "Freight-only". But for fixing this blocker, we can make this assumption: if Zero Cost AND Zero Price AND Customer is Freight-only, then the Load is Freight-only.   If Freight-only, then TR should pass zero quantity to SI, then we will also need to ensure Inventory is not impacted at the end.
