* Add a config that will allow to post transport load if its within the tolerance value.

Here is another example of a TR not posting because of a difference of 0.01 gross and 0 net. We have to add -0.01 in the receipt to be able to post the transport load. There should be some way to bypass a difference like this, because changing numbers in the distribution doesn't work since you add 0.01 to net or gross and it will change the other and it takes a long time to get it to calculate correctly.
