Steps:
* Set up Freight rate by Miles in Customer Freight and Ship Via.

Ship Via Screen:
It should pick up the marked freight rate for miles in the Quote

Issue: But in the Quote it does not seem to pick up this rate when Miles

Acceptance: Should reflect and fetch highest Rate for Miles
