Issue:
Presently we have a validation in customer freight which does not allow same entries for a combination of Customer Location, Zip Code and Category.
But there are scenarios where:
* Customers could have different Ship Via and hence different Tariff code.
* Different Ship Via could have different rate as well.
Hence it should be allowed to enter a row with same combination of Customer Location, Zip Code, Category but different Tariff Type.
