1. Create Transport Load with Texas loading Fee.
2. Post TR Load.
3. Click Tax Details in Distribution Header.
Issue: Tax Details is not displaying. (see screenshots in comment)
Acceptance: Should display Tax Details if there's a Texas Loading Fee Tax in Invoice
