Steps to Reproduce:
We have a set up for Minimum Units-In as below:

The transport load is picking up the correct freight rate but does not consider the Minimum Units-In for Receipts.

*Issue:*
*IR:* It takes 2000 gallons and not the minimum Units-in which is 3000

*SI* : it picks up the Minimum Units-Out correctly

*Acceptance Criteria:*
Minimum Units-In should be considered for Receipts.
