*Steps to Reproduce:*
Step 1: Create a Set up in Customer > Transports > Freight and Leave the Surcharge Out Blank

Step 2: Set up Ship Via> Tariff

Step 2: Set up Bulk Plant Freight with details below:

Step 3: Set up the Combo Freight for Ship Via and Customer

Step 3:
Create Transport Load:

*Issue:*
The Surcharge for Distribution Detail is coming from the Bulk Plant Freight Set up

If there are no Surcharge Out set up from the customer's Freight. the Surcharge should be automatically default from the Ship Via Set up
