Requirement:
Presently we have the Surcharges Import feature using API. But we can only insert new Surcharges. We cannot update an existing surcharge.
Hence we would need to amend the import feature with following capabilities:
* Enable insertion of new Surcharges with standard template.
* Enable updating of current surcharges with new values.
This would enable users to mass update Surcharges. Related Specification is in the given link. This requirement is for Part 2 of the attached specification.

Acceptance Criteria:
Users should be able to insert as well as update existing Surcharges.
