API throws "Already exist in Customer Freight" message after importing Customer Freight for 2 Customers w/same value but w/different Tariff Type.
Steps:
1. Import Customer Freight with same data as below:
Freight Code's set to unique value.

2. Verify the result logs in API
Actual:
value in 1st row was imported, but the 2nd row was failed.
