Currently, an SI's Header Comment field has both the TR Load's Origin info and Distributuion Header Comments. Origin info should stay in Header Comments, while Distribution Header Comments are moved to the Footer Comment.
If there is more than one Distribution Header to the same Customer, and the Headers have the exacty same Comment, then only display it one time in the SI Footer Comment.
In addition, in the MCP-specific PDF Invoice format, follow the same rules.
