*Issue:* Some Info when creating new devices are not cleared out. This includes Bulk Plant No, Inventory Status, Tank Type
*Steps:*
1. From TM Maintenance > Devices > select a specific device
2. Click New button in Devices Form. Some fields are not cleared out and info from the specific opened device are carried over.
*Acceptance:* Bulk Plant No, Inventory Status, Tank Type fields should be cleared out when creating new devices
