*Requirement:*
Create a require clock flag to allow gas sites to not need a clock reading to process.
Create a field on the consumption site next to prompt for % full. The field should be called require clock with a check box. If checked, the system should require daily clock readings, if unchecked, the system will not require clock readings.
*Acceptance:*
Error message should not be displayed when posting invoice or TR if require clock flag is disabled and clock reading is not entered.
Site details should sync if require clock flag is enabled.
