* Issue
** Wesroc upgraded to a new web server platform a couple of years ago.
** This version is unable to provide a CSV file with header records.
** No customers are using Wesroc Interface since this change.
*** Federated stopped using it in July 2017 and at that time was manually adding a header record.
*** Crystal Flash never went live
** King Oil is trying to use this interface now and it will not work without header row.
* Requirements
** Adjust current wesroc import format to work without header rows and to skip a header row if it exists in the file.
