Issue: Customer Site Budget Amt Due is not equal with AR Customer> Monthly Budget.
Steps to Recreate:
1) Customer has device assigned that was assigned to another customer previously.
2) Budget displays as zero in Sales/AR > Customer > Misc
3) Budget amount remaining in Consumption Site record
Acceptance:
Budget amount should match what is showing in Customer AR record.
