Steps to recreate:
1. Consumption Site
2. Select site
3. Add Order
4. Another user is entering order for a different customer at the same time and the TMO# is matching for both customers upon saving the order.
5. TMO# for the ticket appears on the screen after user clicks save.
Acceptance:
When multiple users are adding orders in Tank Management, need a way to assign different TMO# to each customer.
