Steps from Erin:
1. Meter info for October is showing for the consumption site shown below
2. Last meter showing in tblTMCOBOLREADSite is showing September meter reading not October
3. Tried to change something in the consumption site and save to regenerate tblTMCOBOLREADSite, and is still showing the September meter reading.

*Issue* : Last Delivery Date for the synced customer is not updated in COBOLREADSite table.
*Steps to Replicate:*
1. Prepare invoice to sync either Tank or Flow Meter.
2. Take note of the customer's Last Delivery Date in tblTMCOBOLREADSite.
3. Sync customer invoice.
4. Check tblTMCOBOLREADSite > Last Delivery Date. It is not updated based on the invoice date synced.
*Acceptance* : Should update tblTMCOBOLREADSite > Last Delivery Date of the synced customer invoice.
