_Note_: Encountered in db with origin integration only.
*Steps* :
1. From TM > Site, click New button.
2. Select a customer.
3. In Consumption Site > Site Action, select Add Site.
4. Enter necessary details. Leave Sales Tax value = blank. Save.
*Issue* :
Mary is attempting to add a new site to Consumption site and she enters all information and once she clicks "save" an error pops ups that says " Internal Server Error"
*Acceptance* : Should be able to add and save consumption site with no sales tax value.
