*Steps* :
1. Prepare a site that is currently on hold without end date.
2. Sync an invoice for the site.
3. Check burn rate and delivery values.
*Issue* :
The actual burn rate on several deliveries do not appear to be correct.
For example, a delivery of 185.7 gallons with 1177 degree days in between the delivery shows an actual burn rate of 301.37. It should be about 6.33 (1177/185.7).
Actual burn rates are off for many deliveries on many sites, but most appear to be correct.
What other factors are we including when we calculate actual burn rate that might affect some sites/deliveries and not others?

Burn Rates should calculate correctly when site is on hold.
