In Consumption Sites on the orders tab in 17.3 there is a small grid showing a list of Orders. ONe of the fields is labeled Qty. Currently it always displays the Calc. Qty from the open order. This should be changed to display the Desired Qty if it is a non zero value, then show Calc. Qty when desired is 0.
This way the quantity will be correct when shown in this view.
