In vyuTMETExportTankManagementSite we need to update what is shown for 2 columns for compatability with full i21 and Energy Trac. These fields should only change when customer is 100% i21. The view for Origin integratied customers should remain the same.
* TaxStateID needs to show the first 2 characters of the tax group name instead of the whole tax group name.
* TaxLocale1 needs to show the entity number of the selected tax group
