*Issue* : If Send message option is disabled when cancelling dispatch, no XML file is being downloaded. This happens both in Consumption Site > Call Entry and Delivery Dispatching form.
*Acceptance* : XML file should be downloaded when cancelling a dispatch regarless if Send message option is enabled or not.
