Purpose: Standardize Data Entry on Tank Manufacturer
* Add Device Manufacturer Table
** ID
** Manufacturer Name
* Add Device Manufacturer Maintenance (Simple Grid)
* Device Screen/Table
** Remove Manufacturer ID
** Change Manufacturer Name to Combo Box
*** Store Device Manufacturer ID to Device Table.
*** Allow Nulls
* Device Report Grid
** Update for changes to obsolete old fields, and display new values
* One Time Conversion during Upgrade
*
** Read all distinct values from Manufactur Name Field
** Insert Records into Device Manufacturer Table
** Update Device with proper ID
