*Acceptance:*
1. When Price Basis = R, it should be computed as Jobber Rack + Deviation Amount where Jobber Rack = trprc_cost.
2. When Price Basis = V, it should be computed as Vendor Rack + Deviation Amount where Vendor Rack = trprc_rack_prc

You should get the latest record where:
* trprc_rev_dt <= Current date
* Rack Price Vendor # (trprc_vnd_no) = Special Price Rack Vendor (ptpdv_rack_vnd_no )
* Rack Price Item # (trprc_pt_itm_no) = Special Price Rack Price Item (ptpdv_rack_itm_no)
