*Acceptance:* Last Cost should get its value from ptitm_cost1 field of ptitmst table when Price Basis for Special Price = A or C. Last Cost should be used when:
1. Price Basis is either A or C and Cost to Use is not equal to Average or Standard
2. Cost to Use is NULL
