*Issue:* Company/Customer Owned device allows to be saved and attached without having a required field value in Tank Type.
+Scenario 1:+
1. Select a specific site and click on Attach Device Button > select Customer Owned
2. Click Save button. Customer Owned form will be highlighting the required field but still be saved and attached on the site
+Scenario 2:+
1. From TM > Maintenance > Devices form > click New button in Search Devices form
2. Click Save button. Company Owned will be highlighting the required field but still be saved.
*Acceptance:* Device form should not be saved when Tank Type is emtpy/blank
