* Issue
** Entering or changing checkout data out of sequence makes it so that the beg balance for ATM and Change fund are incorrect.
*** Example - Enter Checkout for 10/1, and 10/2. Make change to 10/1, now 10/2 balance forward is wrong.
* Requirements
** On Load and On Save automatically recalculate beginning balance for change fund and atm fund
*** Similar to what we are doing for Lottery Management
