* Issue
** #1 - Customer had an error from invalid FTP setup and was not able to submit
** #2 - Customer had an error from prior PM Morris file existing and was not able to submit
* * Steps to Reproduce
** #1 - RJR Invalid Path
*** Setup FTP with invalid FTP Folder that doesn't exists or doesn't have permission
**** Omitted frdoxpr_live/incoming in FTP path
*** Generate Rebate
*** Records are set as submitted
*** But File was not successfully sent and gives error on permission denied
** #2 - PM Morris Prior File
*** Old File from Old build existed in C:\ProgramData\Register Fuel Polling\Outbound\65334.csv
*** Generate Rebate
*** Get Invalid Error
*** Records are set as submitted
*** Was able to manually delete file and successfully submit.
*** But this issue could persist if there was an ftp setup error too.
* Requirements
** Allow for easy generation of rebates to resubmit the file after setup is resolved
*** Only set records to submitted after a successfuly FTP upload
*** Overwrite PM Morris files in c:\programdata\register fuel polling\ if there is any file existing from previous failure
**** Or delete old file before creating
*** Add Run Time Option to Re-Submit Prior File
**** When Re-Submit = Yes
***** Send all records for the date range even if they have been submitted previously
**** When Re-Submit = No
***** Only send records for the date range that have not been previously submitted for the vendor
