Requirement:
Currently GL accounts are set up at an item level. Since Texas loading fee is charged along with Tax groups and do not have an associated item, we would need to add the GL account set for AP Clearing at a tax code level.
Hence,
Add a new field when setting up tax codes with below conditions:
* Texas loading Fee check box is checked.
