On Tax Rate screen, even when there is only one rate in the DB, the screen "auto-create" a 2nd rate record with today's date. If you try to delete it, the system just auto create another one.

*Steps:*
1. Go to Common Info > Tax Class
2. Create a Tax Class
3. Go to Common Info > Tax Codes
4. Create a Tax Code using the created Tax Class and enter a single record in Details grid.
5. Click Save
*Issue:*
Tax Code automatically created a rate record with current date.
*Acceptance:*
Tax Code should not automatically create a rate record without user interference.
