1. Configure 1 vendor with 4 contacts (Entity Contact)
2. Select a contract/shipping instruction.
3. click on email, following screen will open. All the four contacts will load in the to list.

4. Now remove one recipient.

i21 is sending email to all the four recipients which are configured for the vendor.
*+Expectation:+ We should only send email to the email ids that are available in the "To" and "cc" Not to all the email ids. Also see the image below, unwanted email ids are repeating multiple time.*
