Steps to Recreate:
1. Per [~greg.marcom] he was informed that the when customer is i21 only install, he does not need to create the cfg database.
2. Make sure the customer you are working on testing does not have cfg db.
3. Run the installer, notice it will fail on the cfg db.
Requirements:
1. Do we need the cfg folder for all customer sql database?
2. If not, then we need to change the validation in the installer for the cfg database.
