Concern:
we need to give the user the ability to only require the pit number on inbound type loads. outbound and memo loads dont go to a "pit" really. they just get loaded out and then scaled and leave.

Steps:
1. Create Load Out Ticket without Pit > Distribute
2. Create Memo/Weigh Ticket without Pit > Distribute
3. Create Direct Out Ticket without Pit > Distribute
Acceptance:
