1. Create Scale Ticket where Distribution is Memo Weigh
2. Select Customer, enter Weights and Fees.
3. Click Save.
4. Click Distribute

1. Should be able to distribute Memo Weigh Scale Ticket.
2. Should create Invoice
3. Scale Ticket status should be Completed
