When distributing an inbound scale ticket in auto distribution mode with Contract as the distribution type: if vendor does not have an existing contract, scale ticket will still distribute.
Issue: there is no visibility to this ticket now. It doesn't create a voucher since it is not priced. It also doesn't show up in Zero Price Spot tickets. On the DPR it is treated as a spot sale.
Acceptance: Need to stop the distribution of the scale ticket if no contract exists and the distribution type is contract.
Steps:
1. From Ticket management > Ticket Pool.
2. Make sure that distribution type is set to 'Auto'
3. Create Load in Ticket where distribution type is contract.
4. Message "Please save current ticket and select a contract" will appear. Click No button in prompt.
5. Click Distribute.
