Steps:
# Set Scale to Require Unit Price on Spot Sale
# Create a Scale ticket with Distribution of Contract (contract for Vendor is not required).
# Distribute ticket (manual)
# Deselect units on Manual Distribution screen and click checkbox within the Spot section of the screen so that all units go to Spot.
# Deselect the Spot unit so that Spot is zero and put all the units in Open Storage.
# Process

Example:
In Ithica's database:
Ticket 54 quantity 1861.3334, Distribution is Contract, Ticket distributed in Manual Mode.
Ticket consumes 1800 bu of contract 332 and assigns the rest to spot.
I removed the spot bushels and put them on the storage type "customer hold".
Process the ticket
