Steps:
# Create an inbound scale ticket and save
# Create a second inbound scale ticket
## Distribute this ticket
# Select 1st ticket from the "Trucks in the Yard" section

Issue:
# Unable to distribute the 1st ticket after it has been selected from the Trucks in the yard section
Acceptance:
# When changing between saved tickets in the "Trucks in the Yard" section, user should be able to distribute any scale ticket as long as all required fields have been filled out.
