Scale Date incorrect on initial startup

Description Steps to reproduce   This only happens on the initial opening of the ticket screen   Signed on to MCP,   Selected Ticket Management from the Left Navigation bar   Selected Tickets from the menu   Selected Scale Station from the ticket grid   The Scale date is still yesterday (12/5/2018)   The scale date should be 12/6/2018   !pastedImage_d109215_0.png!
