STEPS:
1. Import Scale Ticket from System Manager > Ticket Management
2. click Import Scale Ticket
3. Open the imported Scale ticket with no Future and Basis price
4. Click Distribute button
ISSUE:
Nothing happens
ACCEPTANCE:
Imported Scale Ticket be able to distribute with UnitPrice and UnitBasis not NULL
