Steps:
* Open a completed Scale ticket
* click on "Load out" box
* Hit Tab key on keyboard
* See attached video
Issue:
* Completed ticket is now editable.
Acceptance:
* Ticket should not be able to be edited once complete unless ticket is first undistributed.
