Steps:
1. Create Settlement price where Last Settle is 0
2. Create Contract Basis Pricing type
3. Create Scale Ticket and select the created Contract Basis
4. Distribute Ticket.
Issue:
* On a scale ticket applied to a basis contract with a negative basis (which is likely)
** I received the error message " Unable to create the Inventory Receipt. The total is going to be negative."
* The Inventory Receipt is only getting the basis price but not the settlement price provided from Risk.
Acceptance:
* *Risk provides an SP to get the market price.*
* if the risk procedure come back with out a settlement price - return the message:
** "No settlemnt price exists for [CME Soybeans ] settlment price screen, please enter a price for this market in the settlment price screen"
** Should be settlemnt price on the near by open futures contract closest to the delivery date
