Quality Sample - Date and Time Stamp of Received date should show according to the client time zone
Currently it shows the same date and time in all client time zone
*Expectation:*
* Save a sample with Received Date (9-Feb-18 *9:00 AM* )
* if user opens the record in US, it should show the same time (9-Feb-18 *9:00 AM* )
* if user opens the same record in UK, it should show the time (9-Feb-18 *2:00 PM)*
* similar way, if they opens in some other country, it should adjust accordingly to their time zone.
