Add overall comments field in the bottom (common to details and test results).

2. Add Comments column in Sample search screen and other views (Quality View, Contract Quality, Lot Quality & Line Quality Views)
3. Here is the process in which user captures quality results.
- Enter sample header information like contract, ICO Marks, dates etc
- Based on quality results, goes to test detail tab to enter the results.
- Overall result / comments has to be updated without having to click on Detail tab to enter in header. Hence Comments field has to be outside tab container. It has to be always visible.
