When entering Time Off in Process Pay Groups, show available hours

Description This issue relates to i21 Help Desk ticket. Click the link below to go to Help Desk ticket.   [HDTN-198585 - Time Off Pay|http://helpdesk.irely.com/iRelyi21live/i21/#/HD/Ticket/?ticket=HDTN-198585] When entering payroll is there a way to have a message pop up if an employee doesn't have enough vacation or sick time then what we are entering? Say they have 14 hours left and we put 16, it will let us give them the 16 even though they don't have 16 left.     Technical Requirements:   * Additional logic when using Earnings that is configured to Deduct Time Off: System should prompt the user that the specified hours will exceed the available time off hours.   Technical Considerations:   * Possible allow exceeding if an option for allowing negative time off credits is present.
