*ISSUE* : Cant add taxes on the newly created employee

*STEPS* :
1. Go to Payroll > Employee > Click New button
2. Fill in following fields in Details tab and click Save button
3. Go to Tax tab, click Add button
*ACCEPTANCE* : Should be able to add tax
