*ISSUE* : Incorrect computation of tax in Paycheck screen

*STEPS* :
+Create New Tax+
1. Go to Payroll > Tax Types
2. Click new button
3. Fill in following fields(In Percent field, enter 1.277001) and click SAve button
4. Add new tax types in Employee screen
5. Go to Payroll > Employee, open any employe
5. In Tax tab, add the created tax type from step 3 and click Save button
6. Create new Pacyheck
*ACCEPTANCE* : The new Tax should computed correctly in Pacyheck screen
