*ISSUE* : Tax Percent V.S Employee Tax percent screen is not match

*STEPS* :
+Create New Tax+
1. Go to Payroll > Tax Types
2. Click new button
3. Fill in following fields(In Percent field, enter 0.725000) and click SAve button
4. Add new tax types in Employee screen
5. Go to Payroll > Employee, open any employe
5. In Tax tab, add the created tax type from step 3 and click Save button
*ACCEPTANCE* : The tax percent in Employee screen the same with the created tax types
