Add new configurations so payroll admin can set threshold for regular work hours.

1. New configuration to set when to calculate overtime. (Daily, Weekly)
2. Regular hours threshold - this will solve the issue of other customers not using 40 as regular hours per week (see linked JIRA http://jira.irelyserver.com/browse/PR-2451 ).
