Rate Factor coming into check incorrectly for Salary Employee - 18.3

Description Replicated on Source DB build *18.3.0830.200*   *Steps to Reproduce* :   1. Have an Earning with calculation type "Rate Factor" that is linked to a "Salary" or "Fixed Amount" earning +with default hours+   !pastedImage_d104790_0.png|height=266,width=648! !pastedImage_d104790_1.png|height=278,width=647! 2. Go to Process Pay Groups, select the Pay Group of that Employee and click Generate. Data is correct. Delete the generated rows for now.   !pastedImage_d104790_2.png|height=466,width=648! 3. Go to Earning Types, open the record of the Rate Factor Earning and click Update Employees. Select any of the field and click Update.   !pastedImage_d104790_3.png|height=351,width=428! 4. Go back to Process Pay Groups, select the Pay Group of that Employee.   !pastedImage_d104790_4.png|height=430,width=594! {color:#ff0000} *ISSUE* {color}: Rate of the Rate Factor earning is no longer divided by hours of the linked earning, after using the Update Employees function.   {color:#008000} *ACCEPTANCE:* {color}Rate of the Rate Factor earning should still be correct since it was never changed using the Update Employees function.
