Deduction is setup as Gross - only Exempt from FED, not calcing correctly - 17.3

Description When deduction with only Federal Income Tax is removed in paycheck, SUTA and FUTA taxes under Company taxes are also re adjusted.   *STEPS* :   # Payroll > Deduction Types # Create Deduction with calculation type: Percent # Add deduction tax: FIT # Save deduction # Payroll > Employees # Select and Open an employee # In Employee > Taxes tab Add/Verify if its added: FIT, SUTA, FUTA # In Employee > Earnings tab: Add/Verify if its added in Earnings: FIT, SUTA, FUTA # In Employee > Deduction tab: # Add created deduction # Only FIT should be in Deduction taxes # Save changes # Payroll > Paychecks # Create paycheck for employee # Verify tax amounts for FIT, SUTA and FUTA # Remove deduction and recalculate   {color:#ff0000} *ISSUE* {color}: Tax amounts for FIT, SUTA and FUTA are changed   {color:#008000} *ACCEPTANCE* {color}: SUTA and FUTA amounts should NOT change   !pastedImage_d86340_0.png|height=556,width=912!   Before removing deduction: !pastedImage_d86340_1.png|height=596,width=914!   After removing deduction and recalculating: !pastedImage_d86340_2.png|height=597,width=910!
